Writing a screenplay based on a book.

If you hypothetically wanted to write a screenplay based on a book (not your own book, and which hasn't yet been made into a movie), would you contact the author first? Is there any chance the author would consider it if you were a little known writer? Would you present the author with a rough idea of what you want to do before approaching him, or rather wait until you speak to him to start doing anything? Has anyone done this? Is anyone here in this industry?
 
My cousin is into film-making and she wants to do this, sometime in the far-off future though. Don't know how she's planning to go about it, but give us updates on how it goes, maybe I can give her some useful tips from your experience! :)

Will do, except it's still pretty much a pipe dream for me as well at the moment, which is why I have so many questions.
 
You don't need permission to write a screenplay. You might if you wanted to sell it though... well, if you wanted to attach the name of the book to it anyhow.
