For those that are in the dark ages on this the US and other governments have been spending billions on research and development of directed energy weapons of all kinds. This includes non lethal psychological weapons. These weapons are not like many traditional weapons that can be controlled through regulation of a needed material like enriched uranium. They are software based and utilize simple, easily accessed technology, that are proliferous as the commercial antenna arrays.

Just responding to the OP... in the EMF community, it's well known that smart meters and cell towers are harming people. These are technologies with no long-term studies on humans and with no regulatory analysis on potential limits to exposure. They're just rolling out 5G in the United States when there are studies showing that 5G is killing wild animals and causing behavioural problems in experimental animals. It can also cause cancer and blood sugar dysregulation, leading to diabetes. Different frequencies can also be used for various behaviour modification. Some frequencies induce laziness and complacency, while others induce anxiety and terror. It's not science fiction, it's pretty established. There are frequencies that can prevent sleep from happening due to all the neural stimulation. All the regulatory influence right now is on short term exposure only, like if you hang out around a hydroelectric power station or another high density area. There's not top level admission about what long-term, lower level exposure could do to a person.
The main conspiracy theory I've heard is that the government (or whoever) uses the particulate matter of weather systems to conduct the power of directed energy weapons to their targets, who are often civilians. They claim that the recent California fires were due to these weapons. When a storm front rolls in, or chem trails are used to increase the atmospheric particle density, the cell phone towers (which are really weather stations) get amped up and their intense frequencies cause smart meters to light on fire, burning down homes. I've seen footage of several houses in a row with only their smart meters on fire. A short time later the whole neighbourhood is levelled from fire yet the trees remain. It's possibly a way of exercising eminent domain by blaming it on natural causes.
Harvard just revealed they are going to trial a weather control process identical to chemtrails that can enhance global dimming. Harvard's fraternities and sororities have known ties to secret societies, mainly the wealthy elites. They may be preparing the public to accept higher atmospheric particle density with such an announcement, even though projects like that have possibly already been going on for years. A planet with higher particle density makes HAARP more applicable on a planetary scale, and if the public accepts it as a method of stopping global warming, then they'll be able to do virtually anything.
I'm not sure what to believe, but I don't think it's a coincidence that the HAARP project was 1993-2014 and then we started seeing much higher capacity towers being rolled out in urban areas. At worst, there is a coordinated project happening at the highest levels. At best, corporations are rolling out EMF technologies to the public that have dubious safety profiles. I personally know people who have had EMF sickness (confirmed by reading their living environments with electrosmog meters), tried for years various mainstream and alternative health strategies, and when they left high density urban areas their health got better. I just want to share a segment of the behavioral modification. So after an initial period where they seem nice and good, they come at you like a stalker does, initially pretending to be a friend while they garner trust and gather intelligence. Then they hit you really hard and attack all aspects of you personal and professional life. From my experience they adhere to strick plausible deniability and don't do anything that can be traced back to them. They hack you all up and take your accounts hostage. If you don't have a supported email address I would be switching that immediately. Gmail for instance is free for many people, but if that's your main account and a hacker seizes it your not getting it back. If its your main account then it gives access to all your other accounts. All the sudden BOOM your locked out of everything and you can't even talk to Google to have it closed.
What they do from that point is threaten to send damaging emails to all your contacts from your account. Stuff like revenge porn etc. They claim to be ordering contra band from overseas using your email so if you report it you will get busted.
During the heavy attack I was hit with a week or so of the audio manipulation. I call It "leaving the gang." The interface was talking in gang dialect. I have never been in a criminal gang and I don't speak gangland. I'm also not familiar with gang protocol. So this program is rolling all this on me. I was lost. Its asking me all these questions, but its in gangster. Initially this thing passes the Turing test, so I thought I was actually talking with a live person. So I said to the interface.. "I have no idea what in the hell your talking about. you need to translate this into white boy." The whole goal of this stage would be to capture and control a gang member of split them off from their gang. The problem was I wasn't in any gang. So I just kind of went through this. They even required waving goodbye to "the elders."
Criminals are easy targets for these criminals as they get all their secrets, can get them busted and they can't go to the police. Blackmail is big on these peoples agenda. They capture people with this and control them. Thank God for me it was good not to be a gangster that day.

So the algorithm behind this whole process is amazing. One of the things its designed to do is discredit the victim if they engage in unwanted behavior. "Talking about" this system and what it does, in my experience, is probably the thing that gets its asshairs most disheveled. You even think about talking about it or reporting it and the interface starts loosing its shit.
If you have actually made up your mind to report this to LE then it actually looses its shit. If you look at this in the context of its algorithm it makes total sense. If you are about to report something and the program switches to broadcasting nothing but nonsense and insanity, how do you report that experience with out getting that nonsense and insanity all over you.
Here is an example of just one little sliver of how this works.
Targeted person is trying to find help and descides to report this.
AI interface begins demanding 5 million dollars to let the target go.
Target goes and reports the crime. LE asks,
"What are they saying?"
"they say they will let me go and stop harassing and torturing me for five million dollars," responds the victim.

If you have actually made up your mind to report this to LE then it actually looses its shit. If you look at this in the context of its algorithm it makes total sense. If you are about to report something and the program switches to broadcasting nothing but nonsense and insanity, how do you report that experience with out getting that nonsense and insanity all over you.
Here is an example of just one little sliver of how this works.
Targeted person is trying to find help and descides to report this.
AI interface begins demanding 5 million dollars to let the target go.
Target goes and reports the crime. LE asks,
"What are they saying?"
"they say they will let me go and stop harassing and torturing me for five million dollars," responds the victim.

When we look as far back as this goes we run into so many people. An underlying theme is experimentation on relatively helpless populations. Same as it ever was. They experiment on vulnerable populations that have little means or credibility to fight back.

I don't quite see the connection here jgrimez. People have been hallucinating voices and mind control long before laser beams existed. It's more likely that typical delusions of grandeur and audio hallucinations are at play rather than advanced technology imo. Psychosis is usually convincing because it feels real which is why delusions can seem complex and specific.

I have a healthy mind and am not delusional or paranoid. So when I talk about these crimes I may be perceived in the way these criminals intended. When I talk about all the other subject matter I'm perceived as me. These crimes are heinous and I'm a victim. This technology is dangerous and threatens the very reality of private thought. So I can't and won't stop fighting and trying to expose it.
