The United Nations' drugs czar told Nato that Afghan insurgents were withholding thousands of tonnes of heroin and treating their drugs like "savings accounts" to manipulate street prices in the west, according to a leaked US cable.

Antonio Maria Costa, head of the UN's office on drugs and crime, told Nato representatives that the Taliban and organised crime gangs had withheld 12,400 tonnes of opium from the international market to keep the price of heroin and opium at a profitable level. The opium allegedly withheld by insurgents was worth around $1.25bn (£800m). Each tonne of opium is said to be worth around $100,000 and can be used to produce 100kg of heroin.

The US cable appears to show that the UN believed that the Taliban and other insurgents in Afghanistan were well-organised, aware of the market and focused on maintaining a viable price for the drug.

Reports on the Taliban's involvement in the drug trade from 2009 have focused on the splits between different drug gangs in Afghanistan and highlighted their fierce rivalries.

Costa's claims, reported in a confidential document, were expressed at a meeting on 18 September 2009. He was briefing Nato and its partners on the results of the 2009 Afghanistan Survey, the UN's annual assessment of the drugs industry in the country.

Afghanistan is the world's biggest exporter of heroin and opium most of which is grown in Helmand province, where British troops continue to lose their lives.

Under the heading "Opium Stocks Remain High", the cable states: "Costa said that Afghanistan has 12,400 tonnes of opium stocks because it produces more than the world consumes. Costa believes that the insurgency is withholding these stocks from the market and treating them like 'savings accounts'. He said the stocks pose a serious threat as it could be used to finance the insurgency. Costa encourage intelligence organizations to to keep focus on the storage and movement of Afghanistan's opium stocks."

Costa's reported opinion was not part of the UN's final 2009 Afghanistan Survey.

According to the cable, opium trends were positive overall and showcased a major decline in opium cultivation – by 22% in 2009, the lowest in 15 years.

"Costa said that even though Afghanistan was among the most impoverished countries in the world poverty was not the main factor. Costa said abandoning opium cultivation dies not produce humanitarian crisis. He said market forces caused a shift in opium prices and could easily influence farmers to grow ilicit crops if high market prices and revenue could be gained from them," the cable said.

Costa retired from his UN position earlier this year. He prompted an international debate when he claimed billions of pounds of laundered drug money from organised crime had been used to prop up many of the world's major financial institutions during the financial downturn.

Just another reason to legalize all drugs. Let people grow their own shit so terrorist groups will lose a profit. Homegrown=better quality=no $ for the Taliban=a safer world for all. Let us get high legally, damn it!

^^ IDK where you live, but what drought?

Plus the fungi story was this year, and this cable is from 2009. Also, 12000 tons of opium isn't that much, if i correctly recall the overall yearly output of opium in Afghanistan. If anything this is a good reason why i DIDN'T experience a drought, they got stocks in case of the fungi shit happening.

And i bet once this shit is finished being passed around various new's agencies like a crackpipe among fiends, Junkies will officially be branded terrorists.

I wish the governments of the world actually had the ability to be embarassed. Seriously if i were anyones goverment id be so red at the cheeks. Maybe their too embarassed about it to actually do anything?

If any politician/goverment official ever would admit he was wrong, id vote for him... but that aint gonna happen :(

I couldn't find the wikileaks cable but a week or two I read about how the dude mentioned in the article was on the US intel payroll AND was a known heroin trafficker. If anyone can find it post it up. They busted the dude recently but still the US knew they had a heroin trafficker on their payroll and were cool with it for a few years.

How else would we know an approx amount of how much they have stockpiled? I assume he was a mule overseas and not trafficking directly to the US, that is the job of his buyers

Embarrassed? No, they don't give a fuck. It's all about keeping the status quo -to maintain (and grow) the industries that are dependent on prohibition. Even prohibitionists know they'll never win the war on drugs, nor do they want to win it.

interesting, but i thought most opium, or papaver s. was harvested in the "Golden Triangle" of the Asia's.

i mean thats enough to feed america for a year maybe, but Purdue pharma has most influence over the Mid-Eastern poppies i thought. as far as helping/encouraging farmers to alter their crops to produce more Thebaine for Oxycodone production.

some of the farmers are not of any negative intention, and have been growing in the some soil for generations, the pharmaceutical companies are altering, probably providing "patented poppy seeds", which then do not belong to the farmer, or any neighboring farmers who wind up with the patented seeds in their old old old fields....
then they are sued, for that old old ollld land.

somethings always shaking in babylon baby.

I thought taliban didn't allow opium to be harvested..

The reason that the amount of opium and heroin from Afghanistan increased after the US went there was because the US interfered with what the taliban was doing, so in order to make money the taliban then protected the poppy crops and got paid by the farmers to do so.

You are correct that they did not allow opium to be harvested. But once the US came in and messed up their way of getting money, they then offered their services to the poppy farmers, and got paid to protect the crops.

Not really sure how they used to make their money, but I know the US disrupted the process, and that is why they now protect the poppy plants.
