Why is some GHB syrup-like versus water-like?

I have seen some that has a water like consistency, but here lately have been seeing a form like syrup, no its not 1,4 bute it is G, just wondering what determines the thickness of the liquid, is it because less water is added making it stronger?
 
yeah, it should properly have an oily consistency
and make swirls as you dissolve it in water (hence 'doing a swirl(ie)')
both of these properties are typical of acids.
the totally watery stuff is probably diluted with water.
