Cocaine why don't coke foilies work with small amounts of coke hcl?

I've made foilies enough times to perfect my technique, but I can't figure out 1 thing:

I need to use at least 1.5 - 2 times as much powder to make 1 foily "dose" as I need to use to snort for 1 effective line/dose. By whcih I mean, if snorting 0.1 grams gets me good then I need to use 0.15 - 0.2 grams of coke to make a foily that will give me enough smoke/vapor to get me good.

Why can't I seem to turn a sufficient amount of the cocaine hcl into its base form when I use small amounts? I know there's enough coke in the amount I'm using b/c that same amount would get me high if I snort it. So I'm thinking the reason why foilies don't work with small amounts of coke is b/c:
The small amounts of base made on foil from the small amount of coke hcl are too spread out / too small / are surrounded by too much baking soda left unreacted to smoke properly. Thus even though there might be enough coke base made, the other factors involved in making a foily require that there be more than enough base made to just get you high for it to work. (Or another way to say it would be that if you took the base made, gathered it all up and put it on a traditional crack pipe it would get you nice, but b/c its stuck on the foil it cannot be smoked properly to get ya high)


Or is it that you need to use more base than one would get from a single line of decent coke hcl to get high. (And by decent line I mean it subjectively, I'd think that whatever amount you need to snort to get high personally would be enough if converted to base for yout to get high by smoking)

Any thoughts?
