I think it is a mixture of two main things: different ratios of cannabinoids, different set/ setting. Of course tolerance can be a factor too, but talking about myself, I keep my tolerance pretty steady and still notice quite a bit of difference between different smoking sessions (even with the same stuff). I compare this to other psychedelics where the set/ setting pretty much defines the experience.
I've recently been smoking while in benzo withdrawal. The effects of benzo withdrawal at this stage only appear if I'm in a stressful situation. I notice that if I smoke after the wave of symptoms start, the entire high will be defined by the stress and withdrawal symptoms. If I smoke before this happens, the symptoms never appear. This reinforces the set/ setting theory IMO.
