i thought Steven johnson was more frequent with barbiturates than stuff like paracetamol,

I'm guessing no dealer in america wants to sell this since the risk may out weigh the reward, and you'd probably get some crazy retarded sentence if caught just to make an example and be portrayed as a monster/killer.

Hmmm. I don't think so. What about heroin, crack cocaine, methamphetamine, etc? A couple kilograms of any of them, and you'll be serving a life sentence in many American states. Moreover when have drug dealers ever cared about anything other than their net profit (which would be very high with methaqualone, because there's the possibility of completely cornering the market, since no else in the States seems to be selling it at any significant level)? These people are breaking the law for money. They murder people daily. Every city in the Americas seems to be plagued with crime from my Eastern perspective. The murder rate in Tegucigalpa, say, is unfathomable. These murders are almost entirely drug-related. You're telling me these people will actually kill people over cocaine rather than simply be thought of as killer because they sell Quaaludes?
