Which drugs can be taken under the tounge?

Can all drugs be taken by keeping them under the tounge? If not, is there any rule of thumb to which drugs that can be administred that way? All pills maybe?

I know hydroxyzine isn't at all made to be taken sublingually. As for other pills, the bitter the taste, the worst sublingual ROA.
