That is absolutely not true. If you go into an ER, of course, they cannot refuse you but that is far too broad of a statement. Actually, laws had to be passed in order to allow them to operate. As for funding, it can vary. Some may be funded by the gov't, while others may be independent.Needle exchanges are fairly unphased by politics and usually run by people who have a genuine concern about STDs and the like.

And Wal-mart changed the policy a few months ago and no longer sells them unless you also have insulin on file with them. Only SOME mom and pop type pharmacies will sell them, and they are few and far between. I have to order all my gear online, and since I lost my CCs I've been using dull equipment since buying prepaid CCs is a pain in the ass.
