Having a thriving clone community where the best cuts of the strains are available and backed up by reputations means a lot. Sadly even the clubs often (usually?) don't have legit clones. Seed bank practices are often much worse. I don't really know about many places but I'd be surprised if that's really going on outside of amst/bc/cal/ore (ny maybe?). Would be cool if I'm wrong though like I said I'm guessing.
As far as ft collins goes i don't know what high times was smoking but i can guess. Am in co more than ca now and the entire front range is dominated by 2nd-tier or worse "high end". Ft Collins included and even Boulder surprisingly. Usually grown well and trimmed nicely but it seems common for even growers to not know what they're growing because they just picked a 1st gen bastard mom. Exceptions exist of course but generally that's whats up. At retail no one seems to care and they pay reasonably high prices so i'm sure there is little incentive to do anything else.
As for comparing to cali club weed, i've heard frequently that they request "seconds" to help their margins or otherwise don't have a lot of quality control. Personally much i've looked at or tasted is obviously sub-par. Even the shockingly priced trendy marquee brands often aren't that hot. So I agree if you compare to clubs it wouldn't seem that special at all.
