What is meant by the term visual noise?

I've read here on bluelight's psychedelic discussion forum where people post about what they call "visual noise", what is visual noise?

I don't think the people posting about it meant synesthesia because it comes up in threads where people think they have HPPD.

Visual 'noise' is a grain (or static) across the FoV. The term visual noise is used in photography and filmmaking.

visual noise is looking at a white wall and not seeing it uniformly white

kinda like if you turn the gain on your camera too high

If you have ever done that thing as a child with maybe a girlfriend or something where you rub the back of your head when standing and then lay down really fast and you see movement and static. like that.
