Oxygen deprivation is a result of low oxygen concentration in the blood. This can be the result of a few things, one being overexpenditure, and the other being too little intake. In this case we are talking about too little intake.
The effect of diziness from standing up is due to a fluctiation in BLOOD PRESSURE. This is completely independent of blood oxygen concentration. Central baroreceptors in your brain sense the lack of pressure when you stand, and signal your heart to pump harder, and for veins/veinules to constrict to push blood to your brain where it is needed. It is the same effect as if you were bleeding to death. Your brain senses a low PRESSURE and increases heartrate and constricts vessels to compensate.
This is a homeostatic mechanism COMPLETELY independent of chemoreception related to Oxygen concentration maintenance.

Now back on topic... I think in this case we might consider CO2 in the dizzyness effect. Peripheral chemoreception of CO2 is the primary driver of respiration. The dizzyness effect could be the result of high CO2 levels in the blood, resulting from the burning of a huge hit. This can cause some confusion to the peripheral and central chemoreceptors, that could explain some of the effects of "weed world".
