Yes, I think that eventually cannabis will be decriminalized pretty much everywhere. Don't hold your breath though, it'll take a while.
If it's any help, cannabis is illegal in Tx and I "chong doobs" all the time. Except I usually smoke through a pipe these days. Same principle, prohibition doesn't do much to the flow of drugs. I think that it's fine to smoke weed regardless of the law, but there are risks involved. To me, it's worth it.

It's hard to say whether the UK is heading towards legalization/decriminalization but I think eventually it will, just might take a while.
