wanting information on needle dispenser program

my husband and i are wanting to start a syringe dispensing program here in Arkansas . we believe that it will lower cases of hepatitis c as well as other. could someone place an input on this matter to help people in Arkansas it has become such an epidemic that we believe something needs to be done and have recently seen first hand of syringes on every corner well as around schools....... REALLY this is horrible people need to wake up before it is our children that picks one up out of curiosity and gets sick. is this what it is going to take? we need this in Arkansas.
 
good luck, look around first and make sure there is no funded needle exchange programs in the area (where I live they have an exchange, where you can pick up free cooker caops, cotton balls, small water containers, bleach, alcohol wipes, crack pipe, chore, rubber heat protector, all different types of needles, also they have counselors there on staff for recovery, or harm reducrion..im pretty sure u need a license or permit of some kind to run this type of thing, every state law is different I know, and in NYS, citizens are allowed to carry syringes around, even if they're used (if we have a needle exchange card), or rite aide has a program where u can buy needles, same with wal greens, no questions asked.m idk the laws in ur state, but check them out, while the idea of having a syringe dispensing program is good, im sure u have to go thru a lot of hoops and many channels for approval, I wuld think u would have to invest lots of $$$, have a permit or license to dispense clean needles,and handle dirty ones...maybe u can petition for a program downtown...
 
The first step is looking into the legality of dispensing syringes in your state. Needle exchanges are a phenomenal social service and I strongly support you starting one. Dont expect it to be easy though, I cant imagine arkansas is very progressive in drug policy.
