I think legalization, taxation, and regulation of drugs would be a great help to society. The government would gain much more revenue from taxes (which they hopefully wouldn't waste), people would know what they're getting when they buy drugs; they would know that those ecstasy pills contain X mg of MDMA/MDA and nothing else, unless it's listed on the ingredients list. They would know that the cocaine is not cut with anything. They would know how many micrograms are in each hit of the blotter they're buying. Plus, drug users would no longer have to associate themselves with shady characters in order to get the drugs they want. This would certainly be a great help to drug users and prospective drug users nationwide. Why? Because they're going to be using drugs regardless of how illegal they are. The illegality and prospect of jailtime certainly doesn't seem to be deterring many people from drug use today. Send them to jail, and they'll go right back to doing drugs when they get out; I'm not saying this is true for everyone, but do you think spending time in jail and being punished for doing drugs is really going to change their desire to do them?
