In practice, it's a mess. But in theory, it's logically sound.
I'm sure the genie is out of the bag on mass shootings. It's a concept now, in-style among the less-hinged.
But the US sets a lot of those trends, and they haven't had much non-domestic market penetration yet, over twenty years after Columbinue. I think of that right-wing Norwegian shooter being the only US-style "nut-with-gun" attack in a decade.
Since nearly everyone wants to be famous, I think gun availability has to be way up near the top at least.
Although I'd favor screening reality-TV contestants, or even prophylactic euthanasia after getting voted off their islands.
