Great thread. As said, even though something may be legal (and even legally produced there), the definition of "law" in a communist authoritarian state is open to the officer closest to you.

I think I'd be more comfortable with a bag of weed on me than a couple capsules or a baggie with white powder in it. As soon as they see a small "drug looking" container with white powder in it; if it doesn't taste like sugar or flour, you're in for a ride, not a fun one, even if you end up getting let go in the end if a lab analysis is performed.

Eeek, even the thought of carrying that let alone tripping in a communist authoritarian state gives me the willies.

I would go as far to guess that the manufacturers of the RC's that mass produce the stuff have payed off local officials. How else could one get away with a drug lab in a country so full of people? I know there are probably exceptions but since they make loads of money, I'm sure they wouldn't mind sending local politicians and police a bit of money and if it went any further, I bet they'd just offer to pay loads of taxes on it.
