American diplomats paint scathing picture of Mexican army, branding it as unfit to combat drug traffickers

http://www.guardian.co.uk/world/2010/dec/02/us-mexico-drugs-war-wikileaks

'The US has lost confidence in the Mexican army's ability to win the country's drugs war, branding it slow, clumsy and no match for "sophisticated" narco-traffickers.

Classified diplomatic cables released by WikiLeaks also reveal a growing sense of alarm within Mexico's government that time is running out in the battle against organised crime and that it could "lose" entire regions.

The memos detail blunders in the fight against drug cartels and a desperate search for a new strategy to save President Felipe Calderón's administration from a bloodsoaked fiasco.

The assessments, made in a cable to Washington earlier this year, are bleak contrast to Mexican insistence that the state is prevailing in a war declared by Calderón in 2006. Four years later drug-related violence has killed more than 28,000 people and brought cities such as Ciudad Juárez and Tijuana to the brink of anarchy, with mayors, police chiefs and ordinary people gunned down with impunity and beheadings shockingly common.

Geronimo Gutierrez Fernandez, the undersecretary for governance, told US diplomats that "pervasive, debilitating fear" had infected even relatively safe parts of the country. "He expressed a real concern with 'losing' certain regions."'

'Last month, in an interview with the BBC, Calderón insisted that as long as the US remained the biggest consumer of drugs in the world, the terror wrought by the drug cartels in Mexico would continue.

"They [the Americans] have a clear responsibility in this because they are providing the market for the drug dealers and the criminals," President Calderón said. "They need to do a lot more in terms of reducing the consumption of drugs and to stop the flow of weapons towards Mexico.'

There is that word again....Anarchy.

If they really became Anarchist, they would not be beholden to the drug lords. They would have worker councils taking over the factories, and the drug lords would be on the run from the common people.

Its really sad what is happening in Mexico. I think the country is heading for a civil war.

These diplomatic cables are so interesting truely a once in a lifetime oppertunity to get a true picture of the world through the eyes of a superpower.

Yeah that makes it sound like America has faith in itself in terms of the drug war, which surely must be a misunderstanding since we have spent far more money and effort "fighting drugs" and accomplished less than Mexico...

Just a blame game. I'm pretty sure the Mexican army is behind the Zeta cartel since they broke off from the Gulf cartel, and no Zeta leaders ever seem to be captured, and they raised the flag in celebration when the mexican army gunned down one of the leaders of the Gulf cartel... It's sad, fuckin politics. But according to Mexico, it's because of "the US drug addiction"... *cough* BS... This whole war stinks all around, and it wouldnt surprise me if some powerful figures in Washington who benefit from the drug war financially are behind blocking any real progressive legislation to be made... *sigh* :(

To be fair, Mexico has worse problems with the drug cartels then just people using drugs. Its not even just a battle to keep people off drugs, but a battle to keep the drug lords from tearing the country apart and controlling the cops and maybe even becoming the new ruling class, if they are not already.

This is a political battle between warlords more than just a battle to keep people sober.

The Mexican government has been run by the drug cartels for a long time now. The U.S has been trying to fight it but all the people we trained turned on us. We have to over throw the Mexican government because they are on the pay roll from the cartel. I can see Mexico from my house, and bullets have reached our city hall in El Paso and UTEP. Mexico is making the U.S look bad many El Pasoens have been killed in Mexico yet we have not done anything to stop it. The border patrol gets in trouble if they kill a Mexican which is bullshit.

sorry im very drunk

We have to overthrow the Mexican government?!!

What do you think the result of such an act would be? Mexico is a little too close to our own doorstep for that, not to mention the entire Southwest is hugely Latino, a population that often still flys the Mexican flag and sometimes believes that Texas and southern California are part of its rightful territory. Some people come here for economic reasons, obviously.

Borders are artificial though. Most of the right wingers who are out "protecting our borders" are just ignorant racists. I dont think they would be prepared for a civil war spilling over across the border. It wouldnt be as easy to deal with compared to what they are used to.....a bunch of white people with guns ganging up on poor families have starved and dehydrated and exhausted....If there was real a real civil war that spilled over into our side of the fence, a lot of these minute men might get killed.

Not only that, as fucked up as everything is, leadership from both sides are actually on the same page, politically. Drug war, immigration, etc. Our government runs everything with proxy/puppet governments that work for it. Mexico is one of many.

The people in congress who want to 'protect the border' are just following the lead set by the bush administration. All it really does is stop the smaller cartels that can't afford to buy DC-8's to fly in their cocaine :\ It's not like it really affects the big fish in the drug game... Aside from driving up prices ... think about it...

Then what should we do, keep on letting innocent people die? Many Americans have died over there and some have even been kidnapped on American soil and taken to Mexico. I say we close the border down. In Juarez there was a car bomb that went off, what is going to stop a cartel member to put on a car and blow it up on the port of entry?

Its not just the border anymore. Mexico is also becoming a pretty big consumer, its not longer simply a bridge into the US. And actually the US was behind training the zetas originally. But they went rogue. If anybody wants to see whats really happening in mexico, check out http://www.blogdelnarco.com/
Although yall probably dont know spanish for the most part, but thats the real news . Media is silenced by fear in mexico so this site is all anonymous.

Mexico is taking the right steps. THey fired a shit ton of police because many are corrupt. The army is in much better shape and much less corrupt and they are pretty rutheless which is necessary because its an all out war over there believe me my family on my dad's side is all from there and i lived in mexico myself for 2 years and it has escalated so dramatically. Writing a research paper on this topic. Ill post it when its due in about a week.

I think it's an overwhelming coinicidence that the US trained the Zetas, and the Mexican army continues to fight it's rival cartels, while the US and Mexico keep publicly pointing fingers at eachother, and the Zetas celebrate everytime the Mexican army kills someone in a rival cartel ... I live on the border, watch the news, and I don't ever see any progress torward catching Zeta cartel leaders.

I think it's overwhelmingly obvious something shady is going on ... http://en.wikipedia.org/wiki/CIA_drug_trafficking .... it's disgusting... The CIA used to move all the drugs under the Bush & Reagan admins, when the drug war was stepped up, and suddenly now we train a drug gang that "goes rogue" under Bush Jr's admin... Remember, Bush Sr was director of the CIA during the 80's, when all this was happening. And the Bush's have their roots in Texas where the Zetas call home, and the violence is the worst.

Is all of this coincidences? Maybe... But if you want my honest opinion, the Bush family is behind the whole drug war and making money off it somehow, looks like that "rogue" army we trained is working for them... I can't wait for some hard evidence to surface that the entire drug "war" is a complete & total fucking fraud, like the other "wars". Looks like the Zeta cartel was trained to take complete control of the Mexican drug trade, if you ask me... There is no win situation in the drug war... Only a hope that one cartel will gain the upperhand and take control of the drug trade, ending the violence. A better, less selfish/greedy & more simple solution would just be flat out legalization. But our officials won't even publicly CONSIDER it as a solution; instead they just continue to point fingers...

There's a reason the cartels are starting to ally up to fight the Zetas... There's a reason that the Zetas keep getting stolen US military equipment that requires high security clearance to gain access to. And there's a reason the Zetas celebrate and wave their flag everytime progress is made by the Mexican army killing rival cartels... It looks like an inside job, to me...

^We don't have any 4 star generals on our side copping to it yet so there is no proof. Iran contra was bad on many levels and I'm not saying it's not believable or plausible. Just saying there hasn't been a congressional investigation where multiple people admit to overseeing the trafficking of multi-ton quantites themselves. I agree there are too many coincidences though.

of course they lost faith in Mexico to win the war, the entire drug war in Mexico is being fought for control of the US market. There's no way to make any change in the Mexican drug war without bringing about policy changes in our own country

Legalize ALL drugs, gambling, prostitution, and all non-violent vices. That is the only way this will end. Anything less than that and this goes on forever and increases in violence. But you ask wont the drug cartels turn to extortion, robbery and other violent crimes? Yes, that is alright because these are crimes that are proper and moral for the government to fight and a war that a government would be able to win. Until we are able to legalize all non-violent vices death and violence of innocent people will continue.
