The importation ban will mean that from midnight tonight (00:00 Thursday 21 July 2011) the UK Border Agency is able to seize and destroy any shipments of phenazepam found at UK borders. This follows advice from the Advisory Council on the Misuse of Drugs (ACMD) which recommended the move to cut the supply of this harmful drug and stop it gaining a foothold in the UK.

Baroness Browning Minister for Crime Prevention and antisocial behaviour said:

"We are committed to tackling emerging new drugs and stopping them gaining a foothold in this country. Banning the importation of this harmful substance and taking steps to control it, sends a clear message to unscrupulous traffickers and dealers trying to start a market here for their dangerous drugs.

"Our law enforcement agencies are already working closely with international partners to prevent drugs reaching our streets in the first place and we are creating a new border policing command as part of the National Crime Agency to better tackle international drug gangs.

"The ACMD's advice on phenazepam reinforces what we already know - that substances touted as 'legal highs' contain dangerous and illegal substances. Users need to understand they could be breaking the law and risk seriously damaging their mental and physical health."

The government recently launched its Forensic Early Warning System (FEWS) which is improving our ability to identify new drugs coming into the UK market. FEWS was created in response to growing concerns about the rise in use of so-called 'legal highs' and puts the UK at the forefront of international efforts to tackle the issue. It includes developing a co-ordinated UK-wide approach to laboratory testing and analysis of drug seizures, as well as wider test purchasing.

Alongside this, with the successful passage of the Police Reform and Social Responsibility Bill later this year, the government will have a new 12 month 'temporary banning power' for new psychoactive substances to allow it to take immediate action to protect the public while the ACMD fully assess the harms they pose.

"The ACMD's advice on phenazepam reinforces what we already know" - looks like the ADCM is doing as they're told then.

^^ has the acmd been fully replaced by government puppets yet? I know they were/are planning on scraping the requirements for scientists/experts but I wasn't sure whether they had done so yet.

They always were government puppets with the exception of David Nutt. Why was MDMA classified in 1977, years before it was scheduled in the states? Why was the entire contents of PIKAL classified in the late 90s? What about all the other substances that they never really tested but recommended to be classified just in case anyone might try them?

It's good that their actions are finally getting some media exposure and people can see that they are fighting a war against highs rather than against any real harm.

Oh god.. legal "high".

It's not a high, it's a fucked up, amnesia-inducing daze that leaves you unaware of what happened while under its effects. At the very worst(in the eyes of the DEA or similar agency) you have no idea what the hell is going on for 48 hours. It's not a high and it's not something little Billy will be snorting for some fun for a few hours.

Only just read this but very true! It's so stupid even consulting the ACMD on drugs really... the government says 'we want this banned...' ACMD say 'you should ban it then, just stick it in class C with the others....' gov says 'okay, we will, thanks for the advice ACMD!'

Also, as I have been up for around 30 hours, I feel justified in changing the drugs name to phenazeban hehe.

After going through a couple of serious withdrawals from phenazepam I know personally that I can never touch it again. I have lost roughly 8 months; I remember some things but people's faces/names are very fuzzy. Fuck I love benzos and all but I think I'd have been better off never touching them. Phenazepam is a strange one because of it's potency and potential for pure disaster if you fuck up even a little bit. Recently I had a week long black out and somehow went through 60 0.5 mg ativan at the same time. Only now after a rapid taper are things beginning to clear up. I don't agree in outlawing any drug but fuck be responsible with phenazepam, I know I can't handle it and I'm okay with any other class of drugs.

I just noticed that nowhere in this article is it mentioned that phenazepam is a benzodiazepine. It is presented strictly as some new legal high, not a misused anxiety medicine similar to existing, widely used medicines in the UK.
