[UK] Heroin found in Foreign Office File from 1923

A sealed package containing heroin was found in an 80-year-old Foreign Office file at the National Archives, its managers have said.

The Class A drug was filed with a document from the British Consulate in Cairo about a 1928 court case.

so wait why was their heroin in this 'case file' ? Was it in there as evidence or something? or was it in their b/c someone was trying to smuggle it to someone in the UK from Cairo in 1928 and it just somehow got lost?
