Well it's true that you should. It's not true that everybody always does. I've occasionally seen it done wrong.
But generally yes it's true. It's supposed to be better for your veins because you're injecting liquid with the flow of blood rather than against.

Yeh, it's to do with the valves in your veins. If you shoot the wrong way you put undue pressure on the nearest valve and risk damaging it or possibly blowing the vein.
