Tried to extract propylhexedrine, not sure what I have...

Is it safe? no one can tell you that. Safety is always an issue when ingesting homemade drugs, there is a lot that can go wrong.
I would assume that your concoction indeed does contain propylhexedrine hcl. My main worry would be the possibility of excess acid left behind, you don't wanna burn your insides. Do you have any way to test the pH of your solution?
I assume that the extractions that involve NaOH (lye) and other solvents are meant to produce a more pure end product (crystallized propylhexedrine hcl). A simple extraction may not remove the menthol and lavender oil, thus leading to an impure, off colored and/or oily end product.
Also, 4 Inhalers contain 1000mg of propylhexedrine. You probably already know, but it should be stated that this is multiple doses! It would very likely be an overdose if taken all at once. I would start off with no more than 150mg of propylhexedrine to begin with, even this dose would be too strong for some people. You don't wanna take a huge dose only to find out you are one of the people that reacts negatively to this substance. Never dose more than 250mg at one time, and keep the total amount under 500mg. This substance seems potentially dangerous, and it is probably unhealthy as well.
