Misc Traffic light powder?

This is something I have been woundering about for years, so any feedback would be awesome!

About 10 years ago me and some friends were given a piece of card, from a dealer, with three blobs of powder on it, the blobs had red, yellow and green (what looked like) food colouring on them, hence looking like a traffic light.

Has about else ever heard of this?!

I honestly cannot remember the side affects of this powder (I was off my face most of the time).

Any ideas about what it was? Nobody I have spoken to has a clue!
