Do not try to make a sucrose slurry using KMnO4......as you will likely be engulfed in a cloud of purple smoke. In respect to potassium nitrate and sugar...it is best heated outdoors on a barbecue (it will not explode, but when not carefully controlled, it may erupt in a slow and unstoppable deflag). KMnO4 is better suited as a low-order explosive booster charge rather than a propellant (plus it is too expensive to be used as a one). Yet even for low-order charges, there are other oxidizers that I would be more comfortable with, particularly when aluminum powder is involved.
The motors can be made rather simply using the basic KN03-Sugar slurry. I used to make back when the 'internet' was prodigy or AOL, and only had one unintended detonation from these motors. Its not really the motor that is of interest, it is what that motor 'delivers'. But in the post 9/11 environmental, I would advise against such experimentation, particularly as an adult. When you're 14, its easier to explain. When a 30 year old is found with rocket motors and amateur pyrotechnics, you may have been better off having made a batch of MCAT.......
