It's something called doctor shopping

down here in Florida the big dealers in pharmaceuticals do something known as "sponsoring" because there are so many people that have or can get scripts, it is worth the dealers time and money.

How it works is the dealer (also the sponsor) pays for the addicts doctor visit and the cost to fill their prescription. Nowadays it is typically about $500 to pay for a doctors visit and 180 Roxie 30's from the cash only pharmacies. A dealer will usually have at least 5 people they sponsor regularly. Now in exchange for paying for this they usually get between 50 and 70 percent of the script they filled. This allows the addicts who cant afford to fill their scripts to still get some while netting the dealers a huge profit.

Also most people dont usually get scripted jsut oxycodone, usually scripts for xanax, methadone, vicodin, klonopin, and soma are also involved. So on average a a dealer can expect to pay for 5 peoples trips to the doctor a month and in exchange ends up with roughly 450 Roxies, 150 Xanax Bars, 200 Somas, 120 Methadones, and 60 K-pins each month. The dealer gets all of these for about half the going street price usually, and has a steady supply each month. He then proceeds to sell them all at the going street price, most of them usually being sold back to the same people who gave them to him. This allows for a dealer to have mass amounts of pharmaceuticals on a regular basis, with a loyal and desperate clientel, all the while netting him a healthy profit.

At least thats how I see it being done down here in Florida currently since Rx drugs are now the drug of choice among addicts, then cocaine/crack, and marijuana.
