If all hospitals unequivocally mandated that when a patient arrives needing to detox or be treated for their overdose was met where they're at - the hospital would then be the first line of treatment.
They wouldnt just stabilize and then 'refer to treatment'
It's like the people who are capital issuers of all the drugs in the regulated world (and then some) could actually utilize the effects of those drugs and their treatment to ALSO include the occasional stupid junkie.
