If you look a little more carefully, the biggest delays are in large Democrat run cities suspected of fraud. Philadelphia, PA won't let the sheriff or any Republican observers see the ballot counting. Why should a sheriff, entrusted to enforce the law, be blocked? Why should any 'observer' be blocked? Atlanta reports a broken pipe in the room where the ballots where kept....who keeps ballots in a room with pipes when we've had 'pipes burst' somewhere every election
I agree, having been doing this for 250y you would expect we've gotten the process somewhat sorted and should be more consistent across states, more timely in collecting and counting, and more transparent in avoiding accusations of fraud. Unfortunately, we have not. Voting methods and tools are still under state control, so state-to-state the methods and rules (timing, requirements, etc) vary.
