The 80/20 Rule, as I've usually heard it stated, refers to social circles and types of people where 80% never touch drugs, never did, never will, never would think of it. And the other 20% use a lot of drugs pretty regularly, but keep really quiet about it, for fear of the scorn of the 80%. It's an interesting phenomenon, really. These social sets are distinct, I find, from both ones almost completely devoid of drug use, as well as ones where drug use is common and at least tolerated (if not actively partaken in) by all. What I find groups of people that follow the 80/20 Rule have in common is that whatever unites them tends to have features that recreational drug users would naturally find appealing, but at the same time a strong historical stigma on recreational drug use, often as a way to distance the group from less savory elements and bad reputation, to "keep out the riff-raff", so to speak.
What groups, scenes, social sets, etc. do you find the 80/20 Rule applies to, at least in your area? Here's my list so far:

* serious gamers
* hackers / coders
* the swinger scene (only from what I've been told -- no personal experience)
* the New Age religious movement
* war veterans
