Tar Mess, make it useable?

How do you get tar out of paper or cloth or when it’s melted all over the flipping bag and make it useable for an IV user?

you add heat, low heat, from a lighter below it , it'll start to somewhat 'Melt' so to speak, then you scrape it, it's going to leave a portion behind however
