Take a look at this chart

I think your mistaken on the basis of this chart, the goal is to find an overall balance between the positives and negatives of each substance forming an overall pleasure rating for each drug, see their equation below. They are taking into account far more than just the euphoria, for example, cocaine may be more euphoric than cannabis, but the side-effects are heavy enough when compared to cannabis to warrant a lower rating. That said if this was just a mere scale of euphoria then cannabis wouldn't be ranked over the others, but It's not, so abiding by the rules of this study or whatever you wanna call it, I think cannabis trumps the substances you mention.

People are asked to score each drug they have used on 10 items exploring positive drug effects each scored out of 10 (NPI+ve) and then 10 items exploring negative drug effects each scored out of 10 (NPI-ve). The {NPI score} = {NPI+ve} – {NPI-Ve}
