Strange injecting methods

This is usually with heroin users, I have seen this more than once but I never got around to asking them, but the whole point of shooting H is to get it in the vein right?
So what are they aiming for when they vertically jab into their shoulder or neck at direct right angles? the needle is so far embedded under the skin, when they let go of the rig, it'll stay there & jiggle a bit, like you would see when an archer fires a bow & arrow into a target. You would think they were aiming for the shoulder bone or straight into the throat.
Theres only one thing I know for sure about these people, and thats, they have exhausted all their tracks.
Is there really another ROA other than IV?
 
They are aiming for the jugular vein (in the neck) or the subclavian vein (in the shoulder, under the clavicle). Both are large veins quite deep down, therefore the need to inject at a right angle and to the hilt.

People usually only do this when they have ruined all of their peripheral veins and are injecting into these veins as a last resort. It is a very dangerous practice as you can easily hit an artery or nerve.
