Sterilizing nasty cali black tar

Black tar is notorious for spreading stayph and numerous other infections, on top of containing everything from shoe polish to rat feces. In order to reduce the risk of infection and reduce the amount of adulterants, my idea was to the acid/base purification method as outlined on erowid:

however, this is concerned with white powder heroin. As I understand it some of the components in BTH are not even diacetylmorphine but instead monoacetylmorphine, is an acid/base purification going to waste product, and will being subjected to HCl and ammonia kill all of the bacteria?

Ya i am because there is an epidemic of botchilism (sp) and ecoli, not from intentional cutting but simply from the unsanitary conditions in which it is produced and handled. Even without rat feces it would be nice to clean tar up a bit i think you would agree.
