When you're on the front page of the forum you desire to start a thread in (the page with all the other existing threads), just click the 'New Thread' button, top left directly below the forum description.
The only other problems you should run into would be posting in a forum that requires a prefix, Other Drugs as an example (but there aren't many). Just be sure you have selected one from the drop-down menu before submitting the new thread, or an error message likely will be returned.
Note also, that you can't start threads or post at all in The Lounge until you become a bluelighter (reach 50 post, and up to a 24 hour wait for the system to update, usually less).
