There's enough sunlight to grow outdoors, that's not the problem, but in most of Europe the summers are just too short and the autumns too cold. It's northernly donchaknow.. a city like Aberdeen or Amsterdam is at the same latitude as Juneau in Alaska.

Like most things in this business (taking the 2010 heroin drought for instance) urban legends rule when it comes to explaining such anomalies. No smoke without fire tho so which actual facts escape the inner circle of these operations will quickly become diluted amongst the chinese whispers
