A tiny Spanish village has voted to lease land for growing marijuana as a source of desperately needed revenue _ a unique but legally questionable way of battling an economic crisis highlighted by staggering unemployment and a looming recession.

A government official with the National Drug Plan said such planting would in fact be against the law and that prosecutors would intervene as soon as the first pot seed was sown.

The village of Rasquera, population 900 and in the northeastern Catalonia region, said its town hall councilors approved the plan Wednesday night in a 4-3 vote.

Rasquera is a picturesque, compact hamlet of stone buildings at the foot of a mountain range in Tarragona province. It has a castle that dates back to the 12th century.

The Barcelona newspaper La Vanguardia says it is the kind of village that is dying _ its young people leaving for lack of work, and those left behind desperate for some lure to keep people put.

The idea is for private citizens to lease or lend land to town hall, which would then create a company to manage the land and lease it to an association of marijuana-smokers in Barcelona.

Under Spanish law, consumption in private of cannabis in small amounts is allowed. But growing it for sale, or advertising it or selling it, are illegal, the anti-drug official said on condition of anonymity under department policy.

ABCDA said the project would create 40 jobs in Rasquera _ workers to grow, harvest and package the pot _ and the marijuana produced would go to ABCDA members.

Rasquera's mayor, Bernat Pellisa, could not immediately be reached for comment Thursday.

But after the Wednesday night vote he hailed the plan. "It is a question of opportunity, which is going to bring in money and create jobs," Pellisa.

The National Drug Plan official said Thursday the project has zero chance of getting off the ground.

If it somehow did, Rasquera's way of raising money in hard times would indeed be novel.

Many Spanish cities and towns are trying to cope by cutting spending on things like social services such as health care and education.

Spain's deficit for 2011 was 8.5 percent of GDP, and the country is now about to enter another recession, with unemployment at nearly 23 percent.

For those who don't know spanish - or cba to find a translator here it is in english. :)

Why not act against the vineyards of Catalonia, which are used to make alcohol, a drug that is scientifically much more detrimental to mental and physical health, not marijuana ... This will be like the Sinde, that not even the Americans have applied the law and we will SOUP and apply their version of the law imposed by the lobby (see wikileaks diplomatic cable). The outlawing of marijuana and is being questioned in the U.S., who are passed their exclusion, legalize them, and we will be ignoring the idiots what they impose on us and not just apply themselves. What Marijuana has clearly negative effects (all drugs have them), but these are much smaller than other legal drugs such as snuff or alcohol the cause is also other evidence, let alone compared to famacias drugs.

Spain: Catalan town focuses on cannabis to beat crisis

ANSAmed) - MADRID, FEBRUARY 29 - The small Catalan town of Raquera, close to Tarragona, is looking to stave off recession with a controversial plan to grow cannabis to help pay off the town's 1.3 million euros debts. The local council in the town, which has 900 inhabitants who live mostly off cattle-breeding and oil production, is made up of 4 pro-independence councillors from Esquerra Republicana, and is led by the mayor Bernat Pellisa. It must decide today whether to grant a state property licence to a Barcelona-based consumer association, which plans to plant a marijuana crop in the area. The project, which has been reported today by the Spanish press, was proposed a few months ago by the Asociacion Barcelonesa Cannabica de Autoconsumo (ABCDA), which has 5,000 members who consume "home-grown cannabis for leisure and therapeutic purposes," as the association's website says.

Spanish town wants to grow cannabis to pay off debt

Rasquera, Spain - A small town in north-eastern Spain, believes it has found a novel way to pay of its debt: cultivating cannabis.

Tucked in the hills of one of Spain's most picturesque regions, the Catalonian village of Rasquera has agreed to rent out land to grow marijuana, an enterprise the local authorities say will allow them to pay off their 1.3 million euro debt in two years.

Local authorities are keeping the location of the site top secret while Spain's attorney-general investigates the legality of the project. The Catalan regional government has also asked the village for further information about the plan.

Spanish towns are swamped by debt after a decade-long construction boom that imploded in 2008. Almost one in four Spanish workers is jobless and many cities are months behind in salaries for street cleaners and other municipal employees.

Spain's central government is now forcing local authorities to tighten their belts even further as a euro zone debt crisis drags on, forcing greater fiscal austerity onto most countries using the single European currency.

The mayor of Rasquera, with 900 inhabitants, said the project will not only benefit locals, but also eliminate organised crime and the tax evasion associated with the cannabis industry thanks to government supervision.

“We want to put an end to mafias, we want to finish with the black market, we want to put an end to the underground economy,” said Bernat Pellisa, Rasquera's mayor of nine years said.

“The only thing this humble mayor wants and has tried to do is to supervise all this in order to benefit society and the neighbours of our village,” he added.

The Barcelona Personal Use Cannabis Association (ABCDA) will pay Rasquera 54 170 euros a month from July 2012 for a 15 hectare plot of land and local authorities hope the farm will generate 40 jobs in the village.

http://news.yahoo.com/spanish-village-may-still-grow-pot-pay-debt-145914939.html

An adviser to a Spanish village that had considered growing marijuana to pay off debt may still do so, even though 'yes' votes in a referendum prevailed but fell short of the minimum set by the mayor.

The people of Rasquera in the northeast Catalonia region voted 56 percent in favor and 44 percent against in Tuesday's referendum.

The mayor had set 75 percent as the minimum level of support, and said he would resign if this were not achieved. Now he is apparently backtracking.

Mayor Bernat Pallisa said Wednesday he is delaying any decision. The adviser, Jose Maria Insausti, said meetings of the seven-member town council over the next two days should determine if Rasquera leases land as planned for the growing of pot to pay off its €1.3 million debt.

edit: oops sorry missed this, thanks for merging
