some things allowed and some are not why?

I'm curious why discussion of different generic manufactures ia not allowed but we can find tips on how to shoot up and and or different methods of consuming narcotics. Obviously one is better then the other, and it is not allowed?

I think it's because manufacturing drugs is illegal (and so talking about it would be incriminating yourself and other people) but tips on consuming a drug is for the purposes of harm reduction. Like they don't want to encourage people to do anything but do want to encourage people to do things in less harmful ways. But I'm not sure; that's the impression I get from reading the guidelines, but someone else would probably know better than I would.
