SNORTING XPERTS: tell me what this snorting tube is for

hi there..
some gay italian on ibiza gave me this 'snorting tube' - he was kinda stoned and talked to me in italian (about water and fire i think) but i didnt understand a word..
i suppose this could work for hot railing somehow (the other side has a 'normal' end)
here is a pic
lemme know if you have an idea.. i suppose its known because they were also selling it on the market along with other tubes and stuff..

It looks like the sort of pipe for sticking in a bootle of stuff then snorting.

yeah i thought about the same.. it has a conic hole drilled in (doesnt go through the bottom), so it would work for a quite small bump..
