Sniffer dog's at westfield tuggerah

Okay guys recently i've noticed at latenight shopping at westfield tuggerah on the central coast there's bin sniffer dogs there a few times.

alot of people go there to take drugs and drink etc.

as far as i know the only people that i know of that do do that at late night are youngsters.

anyone know why there working so hard to catch a couple of 15 year olds smoking weed?
