Although methamphetamine is indeed water soluble I can still see different possible ways it can cause damge to the lungs. Methamphetamine seems to just be somewhat toxic, it seems to leave a very bitter taste and then leaves the throat and mouth feeling raw if taken orally. Imagine that in your lungs. Also we are not completely water, the lungs are filled with mucous, the methamphetamine could potentially crystallize on the mucous and then cause damage from there.
