If it was legalised and regulated I'd say they'd need to improve education on harm reduction in schools, and sell it over the counter at pharmacies or something. And maybe you would need to attend a class on harm reduction which focuses mostly on MDMA before getting your name put on a register which allows you to purchase clean regulated MDMA over the counter at pharmacies.
