Heroin Skin popping

What is Skin Popping? How is it done? Is it effective? (with black tar heroin not the white powder)

It is an easy way to get an absess and end up in the hospital getting it drained, along with other health complications that it commonly causes.

I don't know anyone who actually uses heroin that would INTENTIONALLY skin pop it, or any other drug. People who claim lots of people do it on purpose don't know what they're talking about. You'd have to either be stupid or completely ignorant about drug usage to attempt to do this and expect any sort of positive results, IMO.
