since codeine syrup is otc is it legal to order online?

Where do you live? If it's legal to buy it OTC without a prescription then yeah you can order it from an online pharmacy. They are pretty much the same thing as a retail pharmacy. Well, here in the UK anyway.

it's actually a schedule IV preparation of codeine in CERTAIN states, check your state laws, and additionally it is only legally acquired in those CERTAIN states with the signing of an "EXEMPT NARCOTICS" logbook and the signature of a state registered pharmacist, so I wouldn't imagine ordering online would be legal at all...
