Well if the "street drug" scene is anything like it is in Chicago, then I think you're in luck. Not that I would know 
but I think last time I happend to drive through the ghetto there were dealers out in the usual locations...so I don't think you'll have a problem (in fact I prefer snow/rain because you have a less likely chance of the police fucking with you, cuz they don't wanna get all wet standing in the rain questioning you).

They are out. People that live in that ghetto and walk to the spots still go score drugs in the snow.

I know the street drug scene by me in Beautiful NEWARK, NEW JERSEY (shithole) isnt affected much by the snow. These dudes are out 24/7 365 days a year at some spots. They will still be out hustling shit during a blizzard.

After the snow fall here in Ny...i had to go to Brooklyn to score some H. I trudged out in the snow(7 inches) with my tiny lil adidas sneaks on..freezing the whole time. I have a set dealer. I call his cellie and then meet him on a certain corener in his car. It's a pretty ill set-up,but sometimes he is in NJ visiting his bitch girlfriend(belive me shes a bitch, ive met her!). So therefore i am left to fend for myself. Being a 18 year old white girl doesnt work to my advantage when im scowering the streets in the snow looking for someone to score from. The Pigs in Williamsburg Brooklyn always ask ya what your up too if you look even the tiniest outta place.
So yeah, i was scowerin the streets and there were people out. Usually REAL dealers understand that the weather is not gonna make a drug fiend/addict not come get their shit.Some dealers...like the lil suburban kiddies that are sellin whatever it is thats big in their lil town usually arent around if it's raining. It all depends on where ya are,what drug your lookin for,and what kinda dealers your dealin' with.
