RUSSIA'S parliament is considering legislation that would make talking about recreational drugs in public punishable by up to two years in prison.
THE draft legislation resembles the so-called gay propaganda law of 2013, in that it would effectively outlaw public discussions of the topic.
The draft's current wording, preliminarily approved by parliament, is so vague that it forbids the public from naming any narcotic or plant from which one is derived.
The measure seeks to restrict discussions of narcotics to a medical context, as well as prohibit images of illegal drugs in mass media, specifically on the Internet, according to a copy of the text posted on the lower house of parliament's website.
A Russian charity that helps children suffering from cancer denounced the measure on Thursday, saying it would hinder patients from enquiring about painkillers.
"The law should precisely distinguish between promoting narcotic substances and informing patients and doctors about treating pain," the Gift of Life charity said in a statement on its website.
About 300,000 people in Russia are dying from cancer or AIDS and desperately need painkillers, the charity's director Yekaterina Chistyakova said in the statement.
The bill is expected to be further approved by the lower house of parliament next month and then go on to the upper house, the Kommersant newspaper reported.

Well um I can see a whole new vocabulary being created to bypass this problem.
