research chemical WHY LEGAL TO THE GENERAL PUBLIC?

Why are research c:ohemicals that get people HIGH EVEN AVAILABLE to the general public?
 
They're usually newly created chemicals that government hasn't had the proper clue in on yet. obscure chemicals that try to avoid law through technicalities.
 
New chemicals will always be created and "tested" some times it just take the government a while to catch up. well thats what i think lol. and of cource the bigger ones and the ones that are in deaths will become banned much faster.
 
The funny thing with RCs is that even compounds which are existent for years remain legal, because most of the people have no clue about them.
Why banning a thing, if no one complains about it? this would be just unnecessary for the government. in the country i live in, mephedrone for example became scheduled illegal, because many people started consuming it, especially young ones and it also was available at public stores in the larger cities here and for that it got huge medial attention. Other substances remain legal, like methylone and other highly psychoactive RCs, because no one except some people on the internet take notice of them.

yeah, that's pretty much my opinion on why so many RCs remain legal.
