Hey Jspun - you're intentions are great, as are all of ours but the actual chance of getting anything changed is zero. I've learned that it doesn't matter who is in charge, what the 'experts' come out with, until the will of the general populous changes then nothing else will. So, basically, not in my lifetime.
I'm afraid your prognosis is correct. But like the Fremen on Arakis in the book my brain full of infarcts and subject to multiple traumatic brain injuries can't remember (a rather disapointing movie compared to the book was made the had Sting as one of the actors), change in drug policy is probably going to be a generational thing. Having said that, changes in drug policy in Argentina, Mexico, and Colombia (back in 94', I think), shows that part of the world, an unlikely part is being restored to sanity and as far as this hemisphere goes, are more progressive the the USA, though former pupets. Your cousins, subjects of her majesty in Canada show more progressive drug policy especially in Vancouver, Montreal, ect...which is not much of a suprise.
Uk is going the authoritarian route which kinda baffles me with deficit spending, ect...the cost of maintaining an addict on a diamorph Rx, even though more expensive than Switzerland because its freez dried i've been told, still is a fraction of the cost of incarcerating someone.... and not taking into account the human tradegy....ends up costing people loads to house people in HM Prisons. The same principle is true in The Republic (Eire).
I have lived through droughts in San Diego in my about 17 years since I aquired a habit, though there doesn't seem to be one now (I wouldn't know...have a buprenorphine Rx

) but that doesn't seem to be the case now. U all probably don't care, but in San Diego the Iraqis (Chaledonians) were recently indited by the Justice Departement. They were working with the Sinaloa Cartel (which seems to get protection by the mex goverment, cartel headed by Guzman), to smuggle arms (maybe south), but drugs North to Detroit were there is a big Iraq expat population were it was distributed by criminal syndicates (prosumably to the dopefiends of detriot). That was a shock b/c in this crime the Catholic Chalcedoneans, known for running liqour stores and gas stations, aren't your typical crminal syndicate population. Their community in the East part of the county is huge... probably detroit too... I'm saying this b/c Iraq is composed of different enthnic groups and religions.
But getting on topic, their was talk about dangerous pathogens. I have seen people in the hospital that have cases of drug resistant (flesh eating) bacteria that have no explanation. Probaly the persons' skin was colonized and they suffred a micro cut that allowed the bacteria to enter. In one case it was MRSA, in another the microbe was unsure. Anyway, 10 years ago, alot of the people at the methodone clinic were victims of "flesh eating bacteria"- mostly MRSA causing cellulitis, fascitis, wounds that eat your tissue to the bone. We have been subject to that nasty tar. But the take home message is smoke the gear... otherwise, cook it extra long, use clean needles,, rub your skin with alcohol for atleast 15 seconds (last is based on research for hospital IV injection). Best strategy is to aquire a taste for smoking or quit. If only Diamorph Rx in the UK were more easily obtainable we wouldn't be having this conversation (and Eire too).
As for Eire, having been subject to the magnitude not seen in Europe since maybe the 70s (80s in Dublin according to my friend BB), the quality is bound to vary b/c there isn't much competition (

In San Diego, loads cross the border because the dope is, I've heard cheaper, better, and most importantly, you don't have to wait for your doggy, flacky connections....there are drug spots, sometimes actually protected by the (corrupt)police that are open air. Things might have changed from the last person I talked to 6 months ago...but i dought it. It would be like living in the UK and having Morroco on Your border. Its Kinda surreal.
