Finding accurate figures for heroin purity across Europe isn’t easy, it’s proving difficult to get access to individual counties figures for Heroin seizures and purity levels on a year by year basis, also differentiating purity levels for street deals through to customs seizures is becoming a tad time consuming and annoying.
Anyway we aim to please so go with what I’ve got for now and either i or somebody else will add to it at a later date.
In 2002, the average purity of brown heroin at street level in the EU varied from 10 % in Luxembourg to 43 % in Spain, while the average purity of white heroin ranged from 7 % in Estonia and Finland to 75 % in Norway. Up until 2006, heroin purity has fallen or remained the same in most EU countries. In 2001, the purity of brown heroin increased in most countries reporting such data (7 out of 10), but this trend was reversed in 2002 when substantial declines in average purity were reported by five (out of seven) countries: Denmark, Luxembourg, Portugal, the United Kingdom and Norway. The average purity of white heroin at street level declined in both 2001 and 2002, but time trend data are available from only three countries (Denmark, Estonia and Finland).
In 2008, the mean purity of brown heroin tested ranged between 15 % and 30 % for most reporting countries; lower mean values were reported in France 11 %, Austria retail only, 11 % and Turkey retail only, 7 %, and higher ones in Bulgaria 31 %, Portugal 32 %, Romania 43 % and Norway 31 %. Between 2003 and 2008, the purity of brown heroin increased in eight countries, while in four others it remained stable or decreased. The mean purity of white heroin was generally higher 30–50 % in the few European countries reporting data.

The data throughout Europe seems to mirror the data in the UK, purity rises and falls year by year are very similar when looked at on the whole, it seems the UK has been blessed with above average purity levels of Heroin base with an average of 30-40% for the last decade or so.
It now seems that our run of good fortune has cometh to an end; as we all know purity levels have plummeted over the last 2-3 years and it doesn’t seem set to change dramatically anytime soon.
