Bioavailibility is the ratio of how much drug makes it into your blood when you deliver it directly (IV), versus how much makes it there via another route, like eating the drug or snorting it. Different drugs have different BAs, because your body might not absorb a drug very well for whatever reason, or it could get broken down before it makes it to the blood.
If you eat cocaine, for instance, most of it is destroyed by your stomach acid and the liver before it is absorbed, so you get about 10% of a dose that actually makes it into your blood.
If you eat oxycodone, it is well absorbed and your liver doesn't hurt it too much, so the BA is like 90% - 90% of an absorbed dose makes it to the blood and 10% is either not absorbed, metabolised to something else or excreted.
