Question About Multiple Prescriptions

I always wondered how people are able to get (illegally) two prescriptions for the same medication from two different doctors. In all of these television shows dealing with addiction the users always have many of the same prescription written by different doctors. Is the only way they could get caught through insurance? Unless the doctors / practices are linked in some way....
