Question about freebase 25i-NBOMe blotters

I was asked recently whether freebase 25i can be consumed on a blotter. This person already has blotter laid with freebase. It seems to me that it would need to be converted to hcl to be orally active. Would it be possible to soak the blotters in acetic acid and HPBCD to convert them? Or does everything have to be dissolved in a known volume of alcohol first?
